The U.S. Air Force completed the final 103rd test flight in the testing for the Automatic Ground Collision Avoidance System (Auto GCAS), part of the Automatic Collision Avoidance Technology (ACAT) /Fighter Risk Reduction Program. Researchers hope the lessons learned during these tests will lead to the virtual elimination of fighter aircraft mishaps.

The cooperative program was conducted by the Air Force Research Laboratory (AFRL) in conjunction with the Air Force Flight Test Center and NASA Dryden. The Auto GCAS flight testing effort has collected data over the course of over 141 flight hours, with more than 1,600 automatic recoveries executed. The F-16 test aircraft will now be transitioned to the Air Force Flight Test Center 416th Flight Test Squadron, who will begin production flight testing in the next phase of the ACAT program. The Auto GCAS software was recently transitioned to Aeronautical Systems Center, with the goal of incorporating the system into F-16 production aircraft in 2014.

Onboard for the final test flight was Lockheed Avionics Design Engineer Charles Canney and NASA project pilot Nils Larsen. The flight took place over a widespread area including portions of California from Edwards Air Force Base to Death Valley and the peaks and canyons of the Sierra Nevada Range. The flight evaluated the ability of the system to fly at low levels without “nuisance fly-ups,” or unwarranted activations of the system. Additionally, the system’s collision avoidance capability was evaluated with the execution of numerous mishap profiles that are typically seen in the F-16 fleet.

Mr. Canney, who has served as part of the design team for Lockheed since 1989, flew aboard many of the collision avoidance runs throughout this testing effort. He described the final test flight as “the best flight anyone has ever had,” and stated, “As Nils got down low, I could see dirt being kicked up off of the desert floor and no nuisance activations.”

On Thursday last week (Sept 30) the Pentagon awarded two competitive contracts for the delivery of advanced targeting pods for U.S. Air Force fighters. The Air Force will continue the procurement of two types of pods under the Advanced Targeting Pod – Sensors Enhancement (ATP-SE) program – the AAQ-33 Sniper from Lockheed Martin and AAQ-28(V) Litening – from Northrop Grumman and Israel’s Rafael. The total spending on the two systems over the life of the program could reach US$2.3 billion. The service is seeking to acquire an estimated 275 systems. At present, the contracts awarded to each of the two teams amount about $23 million each.

Boeing is pre-wiring 12 of the Royal Australian Air Force’s (RAAF) Super Hornet for potential conversion of the aircraft for Electronic Attack role. At present the Australians have not decided whether to equip the aircraft with such capabilities. According to RAAF Group Capt. Steve Roberton, Officer Commanding 82 Wing currently operating these fighters, the ability to introduce an electronic attack capability on part of the Australian Super Hornets provides maximum flexibility for future missions. “Ultimately, if a decision to incorporate an electronic attack option is pursued, it will further expand the broad capability of an already formidable Super Hornet weapon system.” Robertson said.

Pre-wiring prepares the infrastructure on aircraft to feed RF signals, power, and cool the unique payloads associated with electronic surveillance and attack. Pre-wiring will enable a standard Super-Hornet Block II to carry Signals Intelligence (SIGINT) payloads (ALQ-218 radar band and ALQ-227 communications scanners) as well as the ALQ-99 Electronic Attack jammer. Both are currently employed with the U.S. Navy’s F-18G Growler. Australia is the first Super Hornet customer to follow the ‘pre wiring’ track. Boeing completed the production of the first batch of 12 Australian F/A-18E/Fs and is on schedule to deliver the last of the 24h Super Hornets in 2011. According to Boeing’s Australian Super Hornet program manager, Carolyn Nichols, the pre-wired configuration reduces the cost associated with future retrofit at a later date”

The 24 F/A-18E/F Block II Super Hornets ordered by Australia in 2007 are multirole aircraft, able to perform virtually every mission in the tactical spectrum, including air superiority, day/night strike with precision-guided weapons, fighter escort, close air support, suppression of enemy air defenses, maritime strike, reconnaissance, forward air control and tanker missions. Adding an Electronic surveillance and Attack capabilities will dramatically enhance the nation’s cyber-warfare potential to engage future adversaries with non lethal but highly effective, means.

“The Russian Naval Aviation is not expecting to replace its carrier-based Su-33 fighters in the current decade. feasibility of fielding a new naval fighter based on the Sukhoi T.50 design around 2016. While Russia is committed to embark on a fleet expansion plan to include the construction of the several new aircraft carriers to be built throughout the decade, the next generation fighter could be fielded to meet the initial deployment of the new fleet carriers, expected around 2025.

Meanwhile, the current Naval fighters are aging. To minimize the deterioration of its Naval Aviation, the Russian Navy plans to spend about $1 billion to field two squadrons with 24 MiG-29K, gradually replacing one squadron of 18 Su-33 and another unit flying Su-25 attack fighters, currently operating on board the Russian aircraft carrier Admiral Kuznetsov. The accommodation of more aircraft will be possible by the removal of the P-700 ‘Granit’ anti-ship missiles, currently carried on the Kuznetsov. Such work could be done during the vessels’ next major overhaul, planned for late 2012.

The MiG-29K was developed to meet the requirements of the Indian Navy for a carrier-based fighter. India has ordered 16 fighters and has options to buy 30 more.

Being more realistic about the maturation process of the new fighter, Uvarov would like to see the T-50 fielded with the Air Force, rather than bearing the huge costs associated with the maturation process. Only after the fighter is proven it could be navalized for use on the Russian Navy carriers. “Conditions might be suitable by 2020″ said Uvarov. While being concerned with the cost involved with the T-50 development, Uvarov said that the Russian Navy is not committed to T-50 as the only 5th generation fighter and is ready to consider competing proposals from other manufacturers that traditionally supply naval aviation fighters, including the MiG and Yakovlev design bureaus.

The Pentagon plans to sell Iraq 18 F-16IQ (Block 52) aircraft as part of an arms package worth over $4.2 billion.

The Pentagon is embarking on a new arms transfer to Iraq, this time involving a squadron of advanced versions of the Lockheed Martin F-16IQ – Block 52 fighter jets, supply of 440 refurbished Armored Presonnel Carriers and the establishment of a nationwide defense communications network. The estimated value of the entire package could reach about $4.5 billion.

The package notified to Congress by the U.S. Defense Security Cooperation Agency includes 18 F-16IQ fighter jets, worth around $4.2 billion. The aircraft will be delivered with weapons and mission payloads for air defense, strike and reconnaissance missions. These packages will comprise AIM-9L/M 8-9 short range and AIM-7M-F1/H Sparrow Beyond Visual Range (BVR) air/air missiles, and air/ground guided weapons including various types of the AGM-65 Maverick missile and GBU-12 Paveway II and Paveway III laser guided bombs, augmented by Sniper targeting pods.

For the reconnaissance mission the F-16IQs will be equipped by the BAE Systems’ F-9120 Advanced Airborne Reconnaissance Systems (AARS) Long-Range Oblique Photographic System (LOROPS) or the tactical, DB-110 Reconnaissance Pods made by Goodrich. The aircraft will be equipped with a standard Electronic Warfare suite including the ALQ-187 countermeasure package and ALR-93 radar warning receiver comprising the Advanced Countermeasure Electronic Systems (ACES), and AN/ALE-47 Countermeasures Dispensing Systems (CMDS).

Washington also plans to ship 440 refurbished M113A2 Armored Personnel Carriers to Iraq, to equip the Iraqi land forces. The cost of this package is estimated at $131 million. The prime contractor for this upgrade is BAE Systems, the original vehicle manufacturer.

The Pentagon is moving to set up an independent defense network for the Iraqi military, under a 150 million investment that includes design, supply of equipment and technical support. The Defense Security Cooperation Agency notified congress on the proposed sale, to include the fixed network to be established under a $98 million program and Mobile Communications Centers, worth approximately $57 million. The prime contractors for both systems are ITT Corporation and the Harris Corporation.

The U.S. and Saudi Arabia are finalizing an arms package that shadows even the large arms mega-sales in the region. The packages worth about $60 Billion include mostly platforms produced by Boeing, including 84 F-15 fighter jets, replacing the Kingdom’s aging F-15C/D fighters, upgrading of existing F-15S strike fighters in service with the RSAF, supply of 70 new AH-64D attack helicopters and upgrading of existing Apaches, and delivery of 36 AH-6 Little Bird. The package also includes 70 Sikorsky UH-60 Black Hawk assault helicopters. the deal will also include various types of air/air, and air/surface precision guided weaponry. It is assumed that the quoted price ($60 billion) reflects the full life cycle cost over 10 years.

Other elements on the shopping list being discussed between Riyadh and Washington focus on missile defense, integrating both land-based and, potentially, ship borne elements – once the Saudis commit to an adequate platform. Such systems commonly include variants of the SM-3 or THAAD interceptors, and early warning and fire control systems including the TPY-2 radar or TPY-1 AEGIS BMD naval systems. Unlike other countries in the region, the Saudis preferred to invest in modernizing their airpower but delayed the upgrade of their Patriot air defense systems, which could provide limited ballistic missile defense capability.

In recent years Saudi Arabia has bought military hardware from Russia (main battle tanks, helicopters) the U.K., (Typhoon strike fighters). The kingdom is yet to improve its air defense systems (probably, an element in the new package) and naval capabilities. As other Gulf States, Saudi Arabia is bolstering its military power against the growing from Iran. Most of the investments made by the rich Gulf countries were in missile defense and airpower, trusting the U.S. presence in the Persian Gulf to deal with the Iranian naval forces. On the other side of the Gulf, Iran is constantly expanding its naval capabilities and ballistic missile reach, seeking strategic domination of the region, by conventional and unconventional means.

The Swedish Defense Material Administration (FMV) has awarded the Saab group an order for the integration of the Meteor active radar-guided Beyond Visual Range (BVR) air/air missile with the Gripen fighter aircraft.

The four year program is worth about US$42 million (MSEK 312). Through the integration process Swedish Gripen C/D fighters will be equipped with two-way datalink, communicating between the aircraft and the missile once it has been fired.

The European BVR Air/Air missile will be integrated on the Swedish Gripen.

The Meteor missile will be tested to work with the fighter’s radar, avionics systems and displays. The order includes test flights and test firing, as well as the integration of Meteor with support and maintenance systems such as simulators and planning computers.

Gripen has been used since 2006 as the test aircraft for the development of Meteor. Multiple missiles have been fired from Gripen to date. This experience can now be utilised for a more cost-effective integration of Meteor with the Swedish Armed Forces’ Gripen C/D.

Israel will be the first country to receive the F-35 through the United States government’s Foreign Military Sales process. beginning in 2015.

In August 2010 Israel’s defense minister Lt. General (Ret) Ehud Barak has given the go-ahead to a $2.75 billion purchase of 20 fifth Generation, stealth  F-35I Lightning II fighter jets from Lockheed Martin. About a month later, on September 19, the Israeli government approved the procurement authorizing local currency budgeting necessary for the preparation of infrastructure. On October 7, Israel’s Ministry of Defense Director General (Maj. Gen. Ret.) Udi Shani signed the Letter of Offer and Acceptance for the procurement of the F-35 aircraft. The acquisition of the planes will be funded by U.S. military aid, over eight years.  The new fighter will be provided along with an integral support package, sustaining the aircraft through its service life. The decision has yet to pass the approval of the Israeli government. The purchase will be funded by U.S. military aid to Israel. Israel originally planned to initially buy of 25 aircraft. The current decision trims this initial buy by five aircraft. According to Israel MOD sources, the flyaway cost of these aircraft will be $96 million, but this cost reflects only the net price of the platform.

The expenses including the preparation of the new squadron, initial infrastructure, logistical and support package is expected to eventually exceed $150 million per plane. Given the additional integration cost of locally developed Israeli systems, planned for integration into this highly complex aircraft, the cost of future batches is expected to rise significantly for the fully equipped F-35Is in following years. Israel’s future plans are to buy 75 F-35Is. Furthermore, for these enhancement and adaptations Israel may have to rely on local currency funding, unlike the aircraft acquisition program that will be funded entirely by the annual U.S. aid amounting over $2 billion per year.

Israeli pilots will begin training on the new aircraft by 2014 and the first aircraft are expected to arrive in Israel by 2015. The first squadron could become operational in less than two years at one of the Israel Air Force (IAF) southern air bases.

The initial F-35I will represent standard F-35A models. However, the F-35I acquisition agreement is opening opportunities for the installation of Israeli systems in future production batches. These opportunities will also open the aircraft for marketing Israeli systems to other air forces, reflecting an opportunity worth several billions of dollars for the local industry. Gen. Udi Shani has stated that the acquisition agreement also includes a framework for buyback purchasing from the Israeli industry worth $4 billion. The introduction of Israeli components, systems and technologies into the world’s newest fighter plane will also open a potential market opportunity worth about $5 billion among the aircraft users. Read the full article on today’s Defense-Update.com.

The Indian Air Force has concluded the technical assessment of six fighter aircraft proposed for the Medium MultiRole Combat Aircraft (MMRCA) program, paving the way for the Ministry of Defense to decide on the Air Force’s US$10 billion (Rs 42,000 crore) acquisition of 126 new fighters plus options for additional 63. The six proposals considered by the Indians included the Typhoon, proposed by the European Eurofighter consortium, the French Rafale from Dassault, the Russian MiG-35 from United Aircraft Corporation subsidiary RSK-MiG, the Gripen E/F, proposed by the Swedish Saab group; Two proposals were submitted by U.S. companies – Boeing offered the Super Hornet F/A-18 E/F and Lockheed Martin proposed the F-16 E/F Fighting Falcon. The Air Force report provides a technical assessment of the six candidates.

The commercial proposals, including industrial cooperation and local participation will be evaluated by the MOD beginning this week. According to unconfirmed media reports, the Indians, seeking a modern fighter, have rated both European fighters – the Rafale and Typhoon as the most preferred types and both are shortlisted for the next phase with the Boeing Super Hornet considered a ‘marginal option’. The Swedish Gripen was determined to be redundant to India’s indigenous Teja; both the Russian MiG-35 and the U.S. F-16E/F are based on obsolete platforms (both are based on 40 year old platform designs) and hence are not conforming with the program’s  primary directive.

However, the weight of the technical parameters in the final evaluation is not exclusive and determinant, since final decisions on the MMRCA will be based on the economic and political interests. New Delhi’s aim to tighten its relations with Europe is clear, and such deals are likely, since India has signed significant orders with Franch and the U.K. in the past.

However, Russia still has the inroad to India’s military and politics and, therefore, despite its financial alleged insufficient engine lifespan shortcoming, “the MiG-35 is likely to remain in the picture until the end” according to Sergei Kornyev, the department head of Russia’s Air Force special equipment and services at a press conference in Farnborough last month. Facing serious consequences of the planned reduction of 90 Typhoons destined for the RAF and Italian Air Force, Eurofighter is hopeful that winning the MMRCA program could compensate for these production losses and boost the program research and development for the advanced, multirole Tranch 3 phase.

For Dassault, being shortlisted by the Indian could drive Brazil to finally announce its FX-2 decision in favor of the French fighter. Winning both program could transform the Rafale from a lame duck into the leading fighter in the export market, offering the French, Indian and Brazilian aerospace industries attractive prospects for the future.

The final decision on the Indian MMRCA fighter of choice could be taken around 2011-2012. Indian Air Force officials are hopeful that Initial deliveries could be expedited and arrive in India two years after the contract award.

In addition to the ongoing MMRCA selection, India defense ministry has announced plans to increase India’s orders for Su-30MKI fighters by 42 aircraft, to be delivered over four years beginning 2014. The $4.3 billion deal will increase the number of aircraft to be produced by Hindustan Aeronautics Ltd. (HAL) to 200, setting India’s inventory of Su-30MKI fighters at at 250. India is also cooperating with Russia on the development of the next generation T-50 (PAK-FA) fifth generation fighter developed by Sukhoi. The program, valued at about US$8 billion is partly financed by New Delhi.

Our first impressions from the Farnborough AirShow this year are that short termed, urgent requirements, have finally reached the air forces, traditionally known for their long term visionary and meticulous planning processes.

The recent conflicts fought at high profile, in Southwest Asia and Iraq, leave the military with minimal tolerance for error and, under these circumstances, they want everything right now and at the lowest cost.
With the absence of a major enemy, western air forces tend big ticket spending on buying new aircraft, while dragging procurement decisions on almost everything that does not directly support current combat requirements.

Fighter aircraft development and procurement programs are only one symbol of this trend. With a single, next generation fighters dominating the market for the foreseeable future, and the apparent commitment to buy few thousands F-35s over the next decades, the options open for air forces drill down to two – act now or wait and see. Some have already made their choices. The Canadians have recently decided in favor of the next generation fighter, as well as the Australians and British, but firm orders for production quantities are still pending. The U.S. Marine Corps are the most desperate for the new fighter, and the new accelerated test plan, currently underway, seems to brighten the future for the corps’ aviation, held in limbo as its current Vertical Take Off Short Landing (V/STOL) AV-8B and F/A-18C/D Hornets wear out under an extremely intensive operational regime.

Lockheed Martin, which has the highest stakes in the next generation fighter, opted to avoid the debate and visibly maintained a low profile with its F-35 program at Farnborough, leaving the scene for the competition. Wether this was a wise move or not, the future will tell, but it should certainly be scrutinized and questioned by the media.
